According to the card of the bill No. 13335 on the website of the Verkhovna Rada, the document was finally adopted on October 9 and is “being prepared for signature.” Back in early September, the corresponding draft law was adopted in the first reading . The norm applies to all military-liable employees of critical enterprises and the defense industry who do not have/have an improperly executed military registration document, the employee is not registered and/or has not specified personal data. Within 45 days from the moment of booking, such an employee must bring the registration into line with the requirements of the law.
The mechanism is one-time (once per calendar year for a specific employee) and is valid for only 45 days. If the violation is not eliminated during this time, the employer has the right to terminate the employment contract on its own initiative. At the same time, the reservation does not exempt the employee from liability for violating the rules of military registration - it is necessary to register with the CCC, submit/update documents and confirm personal data.
UPD 15:43: People's Deputy Oleksiy Honcharenko stated in his Telegram channel that before the vote, the norm on "critically important enterprises" was removed from the text and the 45-day temporary reservation for employees with military registration problems was left only for defense industry enterprises. The official card of bill No. 13335 currently has the status "preparing for signature"; the final version will come into force after the text of the law is published. The tool is designed to reduce the risk of downtime and disruptions in production processes when lawyers and HR staff do not have time to physically complete formalities, but the employee's competencies are critical for fulfilling contracts or maintaining work continuity. For defense industry enterprises, this makes it possible to quickly close deficit positions under current obligations without stopping lines due to purely documentary inconsistencies.
Employers are advised to update internal policies and templates in advance: booking orders, checklists of supporting documents, routes of interaction with the CCC, as well as calendar control of the 45-day period. This minimizes the risks of disruption of supplies and disputed dismissals in case of non-compliance with accounting requirements.
UPD 03.11: President Volodymyr Zelenskyy signed Law 13335 on temporary reservation for 45 days for new employees of defense industry enterprises.
