The government is winding down the "National Cashback" program and may stop payments as early as January 2026
The Cabinet of Ministers has set the conditions for winding down the National Cashback program: the accrual of bonuses may be stopped as early as January 1, 2026, and Ukrainians risk not receiving cashback for December 2025 at all if the budget does not have enough funds.

This is stated in the Cabinet of Ministers Resolution No. 1510, published on the government portal. The document stipulates that the cashback accrued for December 2025 should be transferred in February 2026, but only if there are budget resources. If there is no money, payments for this period will not be made, and further accrual will cease from January 1, 2026.
It is separately stated that even if funding is available, cashback accrual will stop in any case from May 1, 2026. That is, the program will go into winding down mode: the state fixes specific dates after which Ukrainians will not be able to receive new bonuses for purchases.
«National Cashback» was launched in the fall of 2024. Ukrainians began to receive 10% cashback for purchasing Ukrainian-made goods on a special card. The funds received can be spent only on certain categories: payment for utilities, mobile communications, medicines, charity and other socially important expenses.
From November 15, the government additionally deployed the «Winter Support» mechanism: every Ukrainian can receive a one-time payment of 1,000 hryvnias to the «National Cashback» card. This money can be used to pay for utilities, medicines, Ukrainian-made products, postal services, books, charitable contributions, and donations to the Defense Forces.
Recall, dev.ua previously wrote about how the Cabinet of Ministers narrowed the list of permitted expenses within the program. Funds from «Natchekashbek» can no longer be used to pay for mobile communications, purchase transport tickets, entertainment and recreation (theater, cinema, museums), sports, as well as purchase military bonds. The updated spending rules will be in effect until June 30, 2026, even despite the planned termination of accruals.
