According to Resolution No. 1106, published on the government website, enterprises that perform state contracts for the production of unmanned systems — from aviation complexes to land and water robotic platforms — are recognized as critically important. This also applies to manufacturers of weapons, ammunition, and components.
The document also clarifies the norms for frontline regions: now 100% of employees of critical companies can receive reservations if they work in areas of active hostilities where state electronic resources operate.
In the context of mobilization policy, this decision is of particular importance for the defense-industrial complex. Earlier, the Verkhovna Rada adopted in the first reading Bill No. 13335, which allows new defense-industrial complex employees to be reserved for 45 days. This time is enough to pass a military medical commission and register in the «Reserve+» system.
Ukraine is actively developing its own production of UAVs and military technologies, because drones have become a determining factor in modern warfare. In 2024, the Ministry of Defense announced that it plans to purchase millions of FPV drones, and private manufacturers are expanding their lines of combat and reconnaissance models. Investment banker Serhiy Fursa emphasizes: mobilization problems are not so much related to the number of reserved workers, but to other organizational factors. At the same time, new changes will allow the industry to operate more stably and scale production faster in wartime.
