The government launches digital employment through "Diya" and ASCs based on the "Obriy" system

The Cabinet of Ministers has launched a two-year pilot on the digitalization of the labor market: Ukrainians will be able to search for work, get a job, and receive services from employment centers online through Diya, and later in ASNs. The basis of the project will be the Unified Information and Analytical System «Obriy».

The Cabinet of Ministers has launched a two-year pilot on the digitalization of the labor market: Ukrainians will be able to search for work, get a job, and receive services from employment centers online through Diya, and later in ASNs. The basis of the project will be the Unified Information and Analytical System «Obriy».

According to the Ministry of Digital Affairs, in the first stage, the state will integrate the Obriy system with Diia to ensure automatic data exchange between registers and correct processing of applications, vacancies, and documents. The technical connection should become the foundation for the further launch of digital services in the labor market.

In the second stage, the services will be available in the application and on the Diya portal. Employers will be able to recruit personnel online, form lists of candidates, invite them for interviews, and formalize employment relationships. Job seekers will have access to vacancies, including those selected by matching algorithms, and will be able to apply without physical visits to institutions.

After that, digital services will appear in ASNs. The government has already identified 12 mandatory services, including registration and termination of unemployment status, processing benefits, obtaining certificates, as well as permit procedures for the employment of foreigners. ASN administrators will work with the same digital tools as online users.

The key element of the project will be the digital profile «Obriy» ID, which will contain the qualifications and skills of a person according to the European ESCO classification. The system will generate job offers based on the level of compliance with the vacancy requirements and will suggest which competencies are missing to increase the chances of employment.

The pilot is coordinated by the Ministry of Digital Transformation of Ukraine and the Ministry of Economy, Environment and Agriculture, and the State Employment Service is responsible for implementation. Participation in the project is voluntary for employers and employees. The government plans to fully launch the Unified Digital Labor Market System in October 2026. «Obriy» should also provide the state with real-time labor market supply and demand analytics and link training programs to the real needs of the economy.
