For the first time since the war, the number of IT specialists in Ukraine has stabilized: two product companies entered the top 5
The Ukrainian IT market is showing the first signs of stabilization over the past three years. In the first half of 2025, the total number of specialists in the 50 largest companies remained almost unchanged, and two product companies entered the top five for the first time.
The Ukrainian IT market is showing the first signs of stabilization over the past three years. In the first half of 2025, the total number of specialists in the 50 largest companies remained almost unchanged, and two product companies entered the top five for the first time.
This is evidenced by the new ranking of the top 50 IT companies in Ukraine, published by DOU. As of July 2025, these companies had 79.1 thousand specialists, only 0,4% less than at the beginning of the year. For the first time since 2022, the outflow of personnel has virtually stopped.
The top of the ranking has noticeably changed: the top 5 largest employers now include two product companies. Ajax Systems (3,913 specialists, 4th place) was joined by Genesis (3,156, 5th), pushing Luxoft to sixth place. Four companies are new to the ranking: FAVBET Tech, UPSTARS, Kyivstar.Tech, and the fintech startup mono. However, several last year’s participants, including Innovecs and Creatio, dropped out of the top 50.
Growth leaders were product businesses: Genesis (+341) and SKELAR (+297) increased their staff the most. Netpeak Group, FAVBET Tech, UPSTARS, Binotel, and mono also grew significantly (all added several dozen employees). In contrast, only seven companies lost more than 100 employees, including EPAM (-220), Infopulse/Tietoevry (-205), and GlobalLogic (-195).
Most companies continue to hire, albeit at a slower pace. More than half of the companies in the ranking plan to expand their teams in the second half of 2025 (six of them are ready to add more than 200 specialists), and about a quarter do not foresee any changes in their staff. Experienced engineers are in greatest demand now: especially specialists in AI/ML, Data Science and other niche areas.
In recent years, the industry has been losing staff due to war and relocation abroad. Now this trend is weakening: only 7 of the top 50 companies cited relocation as the main reason for changes (in winter there were 22). Instead, more players are reporting project launches and a gradual resumption of hiring.
