In October, the Ukrainian IT market added more individual entrepreneurs than new companies: 3,338 individual entrepreneurs and 342 legal entities were registered. Compared to September, there were 99 fewer companies, but 246 more individual entrepreneurs.
In October, the Ukrainian IT market added more individual entrepreneurs than new companies: 3,338 individual entrepreneurs and 342 legal entities were registered. Compared to September, there were 99 fewer companies, but 246 more individual entrepreneurs.
This is reported by DOU, based on the collected open database YC.Market. The calculation was made according to the types of activities that are usually chosen by IT specialists and companies (programming, IT consulting and information services). The share of IT legal entities among all new businesses for the month was 9,8% (3,494 registrations in total). The geography of new companies is expectedly concentrated in large centers. Among the leaders: Kyiv, Lviv and Dnipropetrovsk regions.
The smallest increase was in Volyn, Rivne, Zhytomyr, and Donetsk regions. In the previous month, six IT legal entities were closed: two each in Kyiv and Cherkasy regions, and one each in Volyn and Kharkiv regions.
The dynamics of individual entrepreneurs is more active: 3,338 new registrations are 11,8% of all individual entrepreneurs opened in the country in October (28,296 in total). 3,262 individual entrepreneurs were closed. The distribution by region is almost mirrored by companies: the largest number of openings is in Kyiv, Lviv and Dnipropetrovsk regions. The smallest number is in Donetsk, Kherson and Luhansk regions. Such figures indicate that IT activity is moving towards more flexible formats of self-employment, while the launch of new legal entities is hampered by war risks, administration costs and short planning horizons.
The decision to choose an individual entrepreneur over a company is also influenced by practical factors, namely: faster registration, lower fixed costs, simpler reporting, the ability to quickly scale outsourced teams or work on a project basis. At the same time, the emergence of hundreds of new legal entities every month maintains healthy competition among product and service teams launching operations with personnel, contracts and longer commitments to clients.
DOU regularly publishes a snapshot of activity by business registries, using data from YC.Market and focusing on «IT» activities. This approach reflects the core of the industry well, although some R&D or related services may be counted under other codes and fall out of the statistics. Despite this, the trend in recent months has been stable: there are more entrepreneurs, and the rate of emergence of new IT companies fluctuates under the influence of the market, security and access to orders in 2025.
Previously, dev.ua wrote about how the Ukrainian IT community continues to support the army in 2025, but the volume of donations has decreased. The average monthly contribution amount fell to $155 compared to $188 last year, and the relative figure decreased from 7% to 5% of salary.
