The Ministry of Economy, together with the Ministry of Digital Transformation, announced the launch of a beta test of a new digital labor market ecosystem called «Obriy». This was announced during the presentation by the Minister of Economy Oleksiy Sobolev and the Acting Minister of Digital Transformation Oleksandr Bornyakov.

There’s a long-standing joke in civilian IT that any project sooner or later turns into a struggle with legacy code, endless approvals, and a calendar filled with sonnets and status meetings. Large companies spend years building processes that are supposed to make development predictable, but often slow it down so much that months pass from the appearance of an idea to its implementation. Ukrainian miltech today lives in a different reality. When a product is tested not in a focus group, but in real combat conditions, and a request from the military can come in the evening with a requirement to receive a solution the next day, the usual corporate rules begin to work differently. That is why defense technology companies are gradually forming their own development culture — faster, tougher, and much less tolerant of processes for the sake of processes. dev.ua spoke with representatives of SKIFTECH, Himera, BlueBird, DevDroid, WIY LLC, The Fourth Law, and Odd Systems to understand how modern defense tech teams actually work, whether they need Scrum and PM, how they use AI, and why combining hardware and software remains one of the industry’s most difficult engineering challenges.

While some in the industry are debating whether AI will replace programmers, the market is already moving forward. Roles that didn’t exist two years ago are appearing in job openings: AI Solution Engineer, LLM Engineer, AI Security Engineer, MLOps specialist, AI coach for teams, or even someone who manages agent systems.

A year ago, the typical scenario for a graduate of a technical faculty looked pretty bleak: dozens of responses to Junior Software Engineer vacancies, several test tasks, and almost guaranteed silence in response. The candidate, who is being talked about in SKIFTECH, also came to look for a job as an engineer. He had no commercial experience — only a good theoretical base, his own knowledge and a desire to work in defense tech. There was no engineering vacancy for him at the time. Instead, the company offered to start by assembling the equipment. For the first month, he worked as an assembler, studying the product, getting acquainted with electronics and production processes. And only then did he move to an engineering position. SKIFTECH says that this was a conscious path of development within the company. This story well illustrates the changes currently taking place in Ukrainian miltech. While classic IT has been experiencing a crisis of junior vacancies for several years, manufacturers of drones, communication systems and other military equipment are increasingly ready to train people practically from scratch. dev.ua talked to manufacturers of solutions for the military about which positions they are ready to hire people with minimal or no experience at all.

I often review vacancies. Not because I'm looking for a job and not because I'm an IT guy, but because I'm genuinely interested. I work in PR at an IT school, and the labor market is not an abstraction for me: it's something I monitor and try to understand from the inside. Our graduates enter this market every day — and it's important for me to understand what they encounter there.
