"Does Trump have a red button from AWS?" Maksym Ageev on data "refugees", the trap of free clouds and the end of the era of IT outsourcers
Today, at least 80% of the data of Ukrainian enterprises and government institutions is stored abroad. Due to a full-scale war, data has become as «refugees» as people. But is it safe to keep everything in the hands of three global tech giants? What will happen when free credits from Amazon and Microsoft run out? And will artificial intelligence take away jobs from Ukrainian outsourcers? We talked to Maksym Ageev, co-founder and CEO of De Novo (the first national cloud), about digital sovereignty, the 5-fold growth of the domestic cloud market, investments in AI, and the threat that we will all be replaced by a $20 subscription to ChatGPT.

Why Web3 professionals think like owners, not employees
Over the past decade, the IT industry has undergone significant transformation, and the emergence of Web3 has become one of the loudest and most promising trends. Along with new technologies, the approach to work is also changing — in particular, the motivation of specialists who choose this direction. Web3 specialists are increasingly thinking differently: they are defined not only by technical skills, but also by other values, ambitions and visions of the role of technology in the world. This is what creates a noticeable gap between them and representatives of classic IT.

New cases of hantavirus have been recorded in Ukraine. Three people died from a rare strain on a cruise ship in the Atlantic. We have gathered everything we know from the WHO, CDC, and the Ministry of Health of Ukraine.

"The Jugular Vein of the Internet": How Iran and Russia Turned Undersea Cables into a New Weapon in Hybrid Warfare
The physical infrastructure of the global internet is under unprecedented threat. While Russia «accidentally» cuts undersea cables with anchors in the Baltic Sea, Iran’s Islamic Revolutionary Guard Corps (IRGC) is preparing a plan for legal blackmail. Tehran wants to recognize the fiber optic cable in the Strait of Hormuz as an «occupation of Iranian subsoil» and force Google, Amazon, and Microsoft to pay tribute.

The Age of “Compact Efficiency”: Why Being Big in IT Is No Longer Profitable
The times of «growth for the sake of growth» in Ukrainian IT are officially over. If a few years ago the measure of success was the number of people on staff, the size of the office, or the scale of corporate parties, then 2025 has held up a mirror before us. In it, greatness looks more like a burden than an advantage.

Junior Python Developer Olga Magerya did the incredible thing — she finally got a job after more than six months of searching. Her post on this occasion gained a crazy reach and number of likes, as for her page, which caused sincere surprise even for the IT-star herself. It would seem that it is a completely banal thing — a person simply found a new job, so what’s the big deal? But given how difficult it is now for a young person with little experience to break through and gain a foothold in IT, this has already become equated to a slight variation of a miracle.

Go-to-market for b2b SaaS to a new market: 8 mistakes I see time and time again
For several years I have been building GTM strategies for B2B SaaS to enter a new market, projects, from AI agents to automation platforms. These were not hypotheses, but full-fledged operating systems: ICP, messages, channels, quarterly budget, lead tracking, media, events, conferences, all this had to be pulled into one framework. In parallel, I mentored startups in accelerators and spoke at Pitch Days. And time and time again I saw the same thing. The team thinks that the go-to-market strategy is to choose channels and «test». And then they wonder why there are zero deals in 6 months. Warning: if you are looking for confirmation that your current approach is correct, you may not like this article.

The real Exclusion Zone now begins behind the supermarket checkouts. The appearance of black packages with the STALKER 2 logo in ATB provoked a real fever among fans: stocks designed for two months evaporated in two weeks. Now, to collect a full almanac of 48 cards, stalkers have to bypass speculators in the "Wild Territory" of marketplaces, use fan PDA applications for trading and arrange blind dates. We immersed ourselves in this community and learned why adult uncles are ready to do anything for card number 3 and learned their incredible hunting stories.

Marketing has changed more in the past six months than in the previous five years — not because of new platforms, but because of the level of chaos in which businesses are forced to operate.

His novel "Rebellion" was a turning point in his career and marked a conscious break with the Russian book market. Today, Volodymyr Kuznetsov not only publishes successful science fiction, but also creates narratives for video games and conquers international platforms with tabletop projects. In an exclusive interview for dev.ua, we discuss why developing games about Russia is a cultural trap, how dangerous the nostalgic atmosphere of the Stalker Zone is, and how Ukrainian literature is gradually establishing itself in the world.

Why France is abandoning Windows and what does digital sovereignty have to do with it?
Digital sovereignty begins on your PC desktop. At least that’s what France has decided, and in early April the national interdepartmental office for digital affairs (DINUM) announced the abandonment of Windows in favor of Linux. Windows increasingly ties the user to Microsoft 365 and other services of American platforms, while Linux offers open source, transparency, and the ability to build an infrastructure where more key components remain under local control.

The Laws of War Through Gamification. A Review of the Innovative Simulator Decisions Under Fire, Which Forms Combat Reflexes and Morale of Fighters
The Decisions Under Fire training simulator is not just another attempt to gamify training, but a tough and extremely relevant mirror test for anyone who holds a gun in their hands. Created by the Geneva Call team in the midst of the armed conflict in Ukraine, this simulator helps military personnel experience the same unbearable tension when there are only a few seconds to make a decision. It is an attempt to bring international humanitarian law (IHL) from dry theoretical exercises directly into an interactive component, where the law becomes part of tactics, and not just a paragraph in a textbook.

"I can't even tell a girl where I work." How security is arranged in Ukrainian deftech companies and why when joining the defense industry, you need to be prepared to become a keeper of secrets
When an IT specialist from a defense company agreed to talk to dev.ua, the first thing he clarified was that his name cannot be revealed, the company cannot be named, and his position is also taboo. What exactly his employer company is training him for, how many people work there, is better left unsaid. «I can’t say almost anything. Or rather, absolutely nothing. Where I work, who I work with, what I do, who these developments are for, or where my work is. I can’t even tell my girlfriend, because if someone finds out, there’s a high probability that she’ll come for us,» the publication’s interlocutor says. This is the daily routine of Ukrainian DefTech in 2026. The industry, which has grown from zero to over 1,500 companies in three years of full-scale war, operates by rules where silence is the basic security standard, not the exception. dev.ua tried to figure out exactly how security is arranged from the inside. Spoiler: only a few people wanted to talk about this topic. But even what we managed to find out paints a rather revealing picture.

Defense tech is looking for thousands of people but can't find them. Why is this happening - what about salaries and what companies offer besides booking
In two years, Ukrainian defense tech has gone a way that classical industries take decades to achieve. From a niche segment, it has transformed into one of the most scarce markets for engineers — with its own salaries, rules of the game, and barriers to entry. At first glance, it looks like a classic «overheated» market: lots of vacancies, aggressive hiring, and salaries that are supposedly on par with IT. But if you dig deeper, the picture is much more complex — and much less clear-cut.

The more buzzers use AI, the more they hate it. What's happening?
It’s been nearly three years since Silicon Valley began aggressively pushing chatbots like ChatGPT as the inevitable future of everything. And no group has felt the pressure more acutely than Generation Z. Despite the stereotype of lazy youth looking for easy ways, buzzers are voicing some of the loudest and most detailed objections to generative AI. New Gallup data shows that just 18% of Gen Zers say they feel hopeful about the technology, down from 27% last year. The share of those who believe the risks of AI outweigh the benefits has risen 11 points in a year, to nearly 50%.

Ukraine became the first country in the world to legalize and implement a private air defense mechanism. As of April 2026, 16 companies have already joined the pilot project, having received appropriate permits from the Ministry of Defense. Private groups are already successfully destroying air targets, including Shahed kamikaze drones, Zala reconnaissance UAVs, and even the latest jet versions of Shaheds. We tell you how private air defense works in Ukraine.

For the user, purchasing government bonds in mobile banking looks simple: choose an instrument, see the terms, sign documents, pay. But in reality, such a scenario often involves not «another feature in the application,» but a complete restructuring of internal processes, integrations, and architecture.

There is no “rocket market,” but can it be fixed? How Fire Point and KSE plan to cultivate engineering elites for DefTech and who can get into the new bachelor’s program
In March, it became known that KSE University, together with Fire Point, is launching a full-fledged bachelor’s program «Innovative Production Engineering», the purpose of which is to train highly qualified personnel for the Ukrainian defense industry. During one of the events, which was also attended by a dev.ua journalist, Fire Point CEO and CTO Iryna Terek noted that in Ukraine there is neither a «market for rocket engineers» nor ready-made specialists for the industry, so even personnel with experience in Defence Tech have to be retrained. It seems that with this step the company itself intends to somewhat correct the general situation.
