“No state is ready to share advanced developments”. What are the rules of “scientific state order” and what do scientists think about the new funding principle?
Last year, the state announced a competition for scientific research for the first time using a new principle, determining what it needed and addressing scientists as executors of a specific government order with clear terms of reference. As a result, this year the Cabinet of Ministers has allocated funding for 22 research projects based on the results of the competition, providing scientists with a total of UAH 186 million and setting a two-year deadline. These funds are to be used to fulfill «scientific state orders» for 10 agencies: the Ministry of Defense, the Ministry of Strategy, the Ministry of Digital Transformation, the Ministry of Internal Affairs, the Ministry of Environment, the Ministry of Infrastructure, the Ministry of Energy, the Ministry of Health, the Ministry of Agrarian Policy, and the State Special Communications Service.
However, apart from a few posts by Deputy Prime Minister Mykhailo Fedorov and a small amount of news on the website of the Ministry of Education and Science as the organizer of the competition, there is little information on this topic. The list of developments within the framework of the state order for scientific and technical products in 2025-2026, approved by Cabinet of Ministers Resolution No. 38-r, contains information for official use. Given that some of the developments relate to topics that are quite sensitive for the state’s defense capability, this is logical.

The Zero Trust Model in Cyberspace: 5 Typical Scenarios for Organizations
In December 2024, Ukraine faced its largest cyberattack in recent memory, paralyzing the operation of state registries. The attack was one of 4,315 cyber incidents handled by the State Service for Special Communications in 2024, a 70% increase from 2023. The Russian hackers who claimed responsibility for the attack claimed to have destroyed over 1 billion rows of data. However, less than two weeks after the attack, the state began restoring access to the registries. And exactly one month after the cyberattack, the Ukrainian Ministry of Justice announced the full restoration of the databases.

How advanced fiber optic drones from a Ukrainian manufacturer work. Report from the test site
In August of last year, the Russians began using modified versions of fiber-optic drones on the front lines. The main reason for the popularity of this type of UAV is the inability to suppress it with the electronic warfare (EW) systems that our front lines are littered with. In addition, there is currently no effective countermeasure against fiber-optics. 3DTech is one of those Ukrainian manufacturers of fiber-optic drones that are working on a response to the occupiers. Last weekend, we visited the testing ground with the company and saw how its improved UAV turned out. We also learned what technological solutions can be effective in the fight against such enemy "birds". More about all this later in the material.

"Teachers are losing to bloggers and media personalities." What problems and benefits does artificial intelligence bring to education and is there a panacea for the development of Ukrainian education?
Artificial intelligence is gaining momentum in various spheres of life. In particular, the educational process has not escaped this fate. For example, the head of the Ministry of Digital Affairs Mykhailo Fedorov, during the launch of the first AI Center of Excellence in Ukraine, recalled the «Mriya» project, the beta testing of which was completed at the end of December 2024, where the integration of artificial intelligence is also planned. It is there that individual educational trajectories for children will be built with the help of AI.
We decided to find out from Ukrainian experts who co-authored a study by the Small Academy of Sciences of Ukraine on the use of artificial intelligence in school education, published in the journal «Information Technologies and Learning Tools», what problems and benefits artificial intelligence brings to the educational process, what tools are worth paying attention to, and what to expect from Ukrainian education in 5-10 years under the influence of the AI invasion.
