But today, this approach is not just ineffective — it is risky.

On October 2 , changes to the Rules for the Provision and Reception of Electronic Communication Services in Ukraine will come into force. One of the important innovations is that telecom operators will be able to block unproductive calls to subscriber numbers. In other words, these calls can be classified as spam. But not all advertising calls will disappear. Some of them will be transferred to the group of legitimate commercial calls, for which telecom operators will also (possibly) have to pay an additional 50 kopecks per minute (hello, long-forgotten connection fee!). The big question is which group calls from landline phones of budget institutions will be classified into. Will they be equated with spam?

For several months, the Russian army has been actively using drones-waiters both on the front line, especially on the logistical routes of the Armed Forces of Ukraine, and in front-line areas against civilians. These drones can "sit" in ambush all day long, waiting for a target. So far, no effective way to counter such devices has been found, but Ukrainian developments have already begun to appear that can extend the "waiter" standby mode even for more than a week.
